Provide oil spill response services at Coal Jetty of Duyen Hai 2 Thermal Power Plant

To Who It May Concern,
We kindly request your company (“Contractor”) attend a competitive offer for Package “Provide oil spill response services at Coal Jetty of Duyen Hai 2 Thermal Power Plant” at Dan Thanh commune, Duyen Hai town, Tra Vinh province. The package’s information is as below:
Scope of work:

- The Contractor will be responsible for being standby for directly receiving and handling oil spill information 24/7.

- Staffs, vehicles and equipment to be on standby to respond to oil spill incidents when receiving notice of an oil spill incident occurring during 24 hours of working. Upon receiving a phone call or email from JVL or unit authorized by JVL (hereinafter collectively referred to as JVL) notifying of the occurrence of an oil spill incidents, the contractor shall immediately mobilize and arrange personnel, suitable specialized equipment and materials to carry out the oil spill response as soon as possible but no later than 01 hour from the time of receiving the notice from JVL.

- Arrange at least 01 permanent staff member 24/7 at the Facility.

- The Contractor will lease/arrange a container which can contain specialized equipment and materials at the JVL's port area (details according to the list of equipment/materials in Appendix No.1) to ensure initial emergency response readiness in case of a base-level oil spill incident. These equipment/materials must be periodically inspected, reviewed, maintained or replaced (if any) to ensure maximum availability and readiness. The Contractor will take them back upon termination of the Contract.

- Periodically organize training, practice on oil spill response for the on-site operators of JVL during the contract implementation process according to the provisions of law and approved plan.

- The Contractor must develop a work coordination plan between two Parties within 15 days after signing the contract.
- The Contractor's staffs are the main resources and coordinates with the on-site operators of JVL to respond urgently and thoroughly handle oil spill incident.
- Regular oil spill response work is carried out according to the coordination plan signed between the two Parties after signing the contract and must comply with the approved oil spill response plan.
- Ensure 24/7 communication to receive incident information from JVL and be ready to mobilize human resources, suitable equipment and vehicles in the area to respond to incident.
- Have equipment and vehicles ready in the area to mobilize when requested to supplement incident response.
- The Contractor shall plan (including realistic drill scenarios) and practice periodically the oil spill incident response (two times per years) according to applicable law and/or the contents stated in the approved oil spill response plan (Refer to Appendix No. 2 via the link attached:

The plan for oil spill incident response shall be submitted to JVL for approval. After each exercising and training, the Contractor must compose and provide the report and documents of training content. (In any case, requirements in the Applicable Laws shall prevail).

- Prepare documents related to oil spill response for archiving purposes and be ready to submit to authorities upon request.

- Prepare and submit reports (periodical and extraordinary) according to regulations to JVL.

- Coordinate and support JVL in working with competent authorities when requested.
