To Whom May It Concern,
We kindly request your company to quote Package “Coal belt weighers calibration of Duyen Hai 2 TPP in 2024” at Dan Thanh commune, Duyen Hai Town, Tra Vinh Province. The package’s information is as below:
1. Legal basic

Based on the Law on Measurement 2011.
Pursuant to the Circulars no. 23/2013/TT-BKHCN dated 26th September, 2013 on measurement regulations for group 2 measuring instruments and the Circulars no. 07/2019/TT-BKHCN dated 26th July, 2019 related to Amending and supplementing some of articles of Circular No. 23/2013/TT-BKHCN.
Based on the need of Janakuasa Vietnam Limited.

2. Scope of work
a) Calibration

Belt weigher (Type: ICS-FH-4-1800, Manufacturer: SAIMO-CHINA): 01 set;
Belt weigher (Type: ICS-FH-4-1200, Manufacturer: SAIMO-CHINA): 02 sets.

b)     Submit the calibration certificate report:

Provide the certificate of calibration after 7 working days from the calibration completion date.

3. Contract peroid: 1 year (Maybe consider expending for the next 2 years).
4. The other requirements
4.1. Legal requirements

Having fully licensed and certificated according to current regulations, such as:

+  Registration of scientific and technological activities;

+  Decision to appoint organization for verification, calibration and testing of measuring instruments and standards;

+  Decision on certification and issuance of metrological inspector card;

+  Certificates for laboratory;

+  Registration to provide verification, calibration and testing services for measuring instruments and measurement standards.

Having experience in testing, calibration, inspection and verification for thermal power projects (submission documents on instruments and devices).

4.2. Financial proposal of the contractor

Tax term: Clearly Contract Value excludes and includes VAT.
Proposal currency: Vietnam Dong.

5. Expected calibration time and location: Before May 31^st, 2024 at Duyen Hai 2 TPP.
6. Language for the proposal:

Proposal documents and Company Profile shall be in English.
Other documents related to the proposal submitted shall be in English or Vietnamese. In case of discrepancies between the two languages due to the translation, the English language shall prevail.

7.     Others: The Contractor must fully consider the particularity of this Project in Vietnam, and understand and comply with relevant requirements of Vietnamese laws and regulations to avoid any problem affecting the execution of the contract.
8.     Submission information
8.1. Documents required:
+ Proposal documents;
+ Company Profile;
+ Draft Contract;
+ Other documents and certificates showing the name of the contractor related to the proposal (Vilas, Vimcerts...)
The above documents that are submitted after the deadline for submission will not be accepted. If the above documents are delayed due to the contractor’s reasons, the Contractor shall bear the consequences.
8.2. Deadline for questions (if any) and requesting additional documents: Before 17h00 March 30^th, 2024.
        After this deadline, the Owner will have no responsibility or obligation to answer questions or provide additional documents, and the contractor will automatically have a clear understanding of the scope of work and services for the proposal.
8.3. Deadline for proposal submission: 17h00 April 3^rd, 2024.
8.4. Method for proposal submission: Could submit in scanned official version to emails as below:
