To Whom may it concerns
We request your company (Contractor) attend competitive offer for Package of Sampling, monitoring and reporting periodic environment services for the Duyen Hai 2 Thermal Power Plant Plant at Dan Thanh commune, Duyen Hai town, Tra Vinh province. Package’s information as below:
1. Scope of work
a) Monitoring ambient quality:
- Number of periods of sample collecting: 1 period means half a year.
- Number of times for sample collecting: 1 time in 1 period.
- Sample type: surface water, groundwater, air, noise, vibration, aquatic and soil.
b) Monitoring waste environment:
- Number of periods of sample collecting: 1 period means 3 months.
- Number of times for sample collecting: 1 time in 1 period.
- Sample type: Emissions at source, Wastewater, sea water, total dust.
c) Quantity of sample and test standard: Attached Appendix 01 & 02
d) Workplace:
Workplace for Sampling, monitoring and reporting periodic environment is at site, Duyen Hai 2 Thermal Power Plant, Dan Thanh Commune, Duyen Hai Town, Tra Vinh Province.
2. Report and submit report
- Provide the monitoring test reports after 7 working days from the sampling's completion date.
- Prepare and complete the Environment Monitoring reports as the requirement of the Owner and Tra Vinh Natural Resources and Environment Department and/or other relevant authorities then submitting to authority for approval
3. The other requirement
Legal requirements
- Having fully licensed and certified according to regulations;
- Having experience in certifying power generation units and relevant agencies shall prevail.
- Having environmental Monitoring experience in thermal power projects;
- All activities of the scope of work mentioned above are implemented according to the current process and regulations.
- Having its qualified laboratory;
- Having experience with Tra Vinh Department of Natural Resources and Environment (DONRE);
- Other legal requirements (if any)
Financial proposal of the contractor
Tax term: Clearly Contract Value excludes and includes VAT.
Proposal currency: Vietnam Dong.
Language for the proposal:
- Proposal documents and Company Profile shall be in English.
- Other documents related to the proposal submitted shall be in English or Vietnamese. In case of discrepancies between the two languages due to the translation, the English language shall prevail.
4. Others: The Contractor must fully consider the particularity of this Project in Vietnam, and understand and comply with relevant requirements of Vietnamese laws and regulations to avoid any problem affecting the execution of the contract.
5. Submission information
a) Documents required:
+ Proposal documents;
+ Company Profile;
+ Draft Contract;
+ Other documents and certificates showing the name of the contractor related to the proposal (Vilas, Vimcerts...)
The above documents that are submitted after the deadline for submission will not be accepted. If the above documents are delayed due to the contractor’s reasons, the Contractor shall bear the consequences.
b) Deadline for questions (if any) and requesting additional documents: Before 17h00 March 24th, 2024.
After this deadline, the Owner will have no responsibility or obligation to answer questions or provide additional documents, and the contractor will automatically have a clear understanding of the scope of work and services for the proposal.
c) Deadline for proposal submission: 17h00 March 30th, 2024.
d) Method for proposal submission: Could submit in scanned official version to emails as below:
